SOUTH CAROLINA

 

SKEET SHOOTING ASSOCIATION

 

 


 

Article I

 

The name of this organization shall be the South Carolina Skeet Shooting Association.  And, subject to provisions of the Charter therefore issued by the State of South Carolina, these articles constitute the by-laws thereof.

 

Article II

 

This association is a non-profit organization duly organized as an eleemosynary corporation under the laws of South Carolina for the following purposes:

 

1.  To increase the knowledge of sportsmen and sportswomen regarding shotguns, including their purpose and safe handling and join together those citizens of South Carolina who are interested in skeet shooting in order to promote that support and engender the highest possible degree of sportsmanship.

 

2.  To guide, encourage and assist in the organization of skeet shooting clubs in the State of South Carolina.

 

3.  To strengthen those clubs already organized by increasing the interest in skeet shooting through the distribution of literature and information pertaining to shooting activities throughout the State of South Carolina and the United States.

 

4.  To standardize rules, policies and plans for tournament shooting; to promote inter-club shoots; to promote and provide a sponsoring and governing body for annual State Skeet Shooting Championship Tournaments.

 

 

Article III

Membership

 

1.  Any club in South Carolina devoted to Skeet Shooting which shall have at least one skeet field and be a member of the National Skeet Shooting Association, and any sportsperson, regardless of age, who is a resident of South Carolina is eligible for annual membership.

 

2.  Application for membership (club & individual) shall be made as prescribed by the officers.  All applications shall be accompanied by the dues for the applicant for the year in which the application is submitted.  If the applicant is not approved by at least one officer, the dues shall be immediately returned.

 

3.  Each member in good standing shall be entitled to one vote on all questions at the annual and other special meetings.

 

4.  Members may be suspended or expelled at any time by a 2/3 vote of the officers for unsportsmanlike conduct or any other reason deemed appropriate.  An expelled member may not re-apply for membership sooner than one (1) year after expulsion.

 

 

Article IV

Dues and Fees

 

1.  Dues for each member club and each individual member shall be set by the officers of the association.

 

2.  Daily fees for registered shoots shall be set by the officers of the Association.

 

3.  The officers may fix such dues and fees as they may deem appropriate or desirable for the purpose of carrying out any activities of the Association.

 

4.  Lifetime Individual memberships are available at ten (10) times the current annual rate + $50 with a special discount of 50% for Seniors over the age of 60.

 

 

Article V

Officers

 

The officers shall be a President, Vice President, Secretary/Treasurer & Chief Referee each of which shall hold office for a term of one year, commencing with their election following the annual meeting of the Association, or until their successor shall have been elected.  These officers shall be elected by the SCSSA general membership. 

 

In addition to the elected officers of the association, the South Carolina Directors to the NSSA shall also serve as officers of the Association.  Provided however, that any such director also serving as an elected officer of the Association, is limited to ONE vote on all matters.

 

1.  The President shall preside at meetings of the Association and shall perform the usual duties of that office.

 

2.  The Vice President shall preside at all meetings in the absence of the President and in his absence or disability perform all the usual duties of that office.

 

3.  The Secretary-Treasurer shall perform the usual duties of secretary by acting as secretary for all meetings, keeping a record of all the association proceedings and keeping a correct roll of the membership.  He shall perform the duties usually incident to that of treasurer.  He shall have custody of all funds of the Association and keep an accurate account thereof.  The funds are to be deposited in such a bank as he may select.

 

4.  The Chief Referee shall have intimate knowledge of and shall insure that all SCSSA & NSSA rules and regulations are administered across all clubs holding registered shoots in a standardized manner.  He shall approve all individuals applying for the NSSA Referee License.  The Chief Referee or his designate shall be employed at the annual SCSSA State Championship Tournament and at said tournament, is responsible for the procurement of and management of referees. 

The Chief Referee shall be a member of all protest committees concerning fairness and the proper application of all Rules and Regulations.  In his absence, this responsibility shall be assumed by either the SCSSA President, V.President, S/T or Shoot Manager in this order (re: NSSA Rules; Section IX).

 

6.  The NSSA Directors shall act in the best interest of the SCSSA membership concerning NSSA issues.

 

 

Article VI

General

 

1.  Meetings:  The Association shall meet annually.  This annual meeting shall be held at the site and during the Annual State Skeet Shooting Tournament.  The time for said meeting shall be designated by the President, of which at least fifteen (15) days notice in writing shall be given to all members.  Special Meetings may be held at any time upon the direction of the President.  These Special Meetings shall require fifteen (15) days written notice being given to the members.

 

2.  Voting:  The general membership is entitled to one individual vote concerning the election of officers for the ensuing year and other business as properly brought before the Association at the annual and other special meetings.

 

3.  Quorum:  At all meetings of the Association, one-half of the officers shall constitute a quorum for the transacting of business. 

 

4.  Proxies:  Written proxies shall be acceptable in lieu of attendance for the purpose of establishing a quorum for transacting business.  Proxies for voting purposes are not allowed and will be considered out-of-order.

 

5.  Roberts Rules of Order shall govern at all SCSSA conducted meetings.

 

6.  The order of business for all meetings of the Association shall be as follows:

 

      a.   Roll call of officers for the purpose of establishing a quorum

b.       Reading of the Minutes from previous meetings

c.       Report of Officers

d.       Report of Committees

e.       Amendment of By-Laws

f.       Unfinished Business

g.       Election of Officers

h.       Awarding of the Next Annual Tournament

i.         New Business

j.        Adjournment

 

 

Article VII

Registered Shoots

 

1.  All “registered” shoots are to be conducted under the rules and regulations of the National Skeet Shooting and the South Carolina Skeet Shooting Association.  Application to hold a “registered” shoot  shall be make through the SCSSA.

 

2.  “Registered” shoots shall not be held on the same dates at different clubs within a 50 mile radius.

 

3.  All shooters in a “registered” shoot must be members of the NSSA and if residents of South Carolina, must also be members in good standing of the SCSSA.  NSSA & SCSSA annual dues can be paid to the host club as part of the registration process.

 

4.  Shooters must pay the club holding a “registered” shoot a fee for each event.  Such fees will be forwarded within 15 days to this Association along with any membership dues collected.

 

5.  Proper wearing of hearing and eye protection shall be required of all shooters, referees, trap help and any other personnel authorized to be within the participation boundaries of a skeet field.

 

6.  For all shoots that are registered in SC, Referees will be compensated in a manner agreeable with the Association, Referees and the Club Management holding the shoot.

 

7.  At the SCSSA State Shoot, the SCSSA Officers & Directors shall be charged only for the cost of targets & NSSA daily fees.  Fees for “Concurrent Events” and “Options” will also be paid by the Officers & Directors.

 

8.  Only licensed or qualified referees approved by the Chief Referee shall officiate registered shoots.

 

9.  The facilities required of a club to hold the Annual State Championships shall be set forth by the Association's Officers.

 

10.    The Annual Skeet Tournament shall be administered by the Officers of the SCSSA.  The host club shall be responsible for providing the necessary facilities, trap help and targets required for a successful shoot.

 

11.     All clubs holding registered shoots and/or fielding club teams must be members in good standing with SCSSA and NSSA. 

 

12.    At registered shoots, except as provided in VII.13, Club management is responsible for: procurement and management of referees;  preparation of the facilities; providing world-class  targets;  registration;  collection/payment of monies;  scoreboard management;  shoot reports.

 

13.    At the SCSSA “State Shoot”, the SCSSA Officers are responsible for procurement and management of referees, registration; collection/payment of monies; scoreboard management & shoot reports.

Article VIII

Rules and Regulations

 

1.  Rules and regulations can be made and/or changed by a duly called meeting of the Association.

 

2.  The date of the State Tournament will be determined by the Officers of the Association.

 

3.  After a squad has been called, no shooter on said squad will be permitted to fire at a practice target on the field on which he/she is being called.

 

4.  Eligibility for state team & concurrent recognitions shall be dictated by 200 targets less than the NSSA Standard for each gauge.

 

5.  A “Champion of Champions” event shall be made available at the SC State Tournament to all shooters who have won a gun championship at any South Carolina Registered Shoot since and including the last State Tournament.

 

Article IX

Amendments

 

Amendments to these By-Laws may be made by a vote of at least 2/3 of those present at the “Annual” or any “Special” meeting of the Association qualified to conduct business, provided that 15 days written notice of the amendment to be offered shall be given to all members.

 

These By-Laws supersede all previous By-Laws and are effective as of November 1, 2001.
